In the UK a domestic energy assessor plays a very prominent role. Due to new national legislation, effective June 1st 2007 each home for sale in England and Wales will be required to get a federal Energy Performance Certificate (EPC) as part of its Home Information Pack (HIP).

In another two years all rental property will be required to have an EPC as well. 1. 5 million homes are put up for sale in the UK each year, not even taking into account the rental properties. What this says is that a trained energy assessor will be in high demand.

The National Home Energy Rating, the agency that regulates residential energy compliance, is made up of more than 200 local agencies, more than 130 residential associations, eight energy providers, 900 home builders and 250 architects, surveyors and energy consultants.

The objective of the NHER is to give business and technical support to organizations and persons who wish to improve their homes energy efficiency. These might be home owners, rental community owners, consultants, energy providers or home builders.

The UKs National Energy Services owns and operates the NHER. A subsidiary of the National Energy Foundation, it is a charitable group established in 1988 as fully independent and for the purpose of promoting the conservation of energy.

Its mission is to provide the kind of assistance that can improve the energy efficiency of all residential UK buildings. The National Energy Services also owns SAVA, the federal agency that trains and assesses every energy assessor.

The NHER, in conjunction with SAVA, has created an assessment and training program not only for each new energy assessor but also for those who are experienced energy assessors or evaluators and wish to advance to become a certified Domestic Energy Assessor (DEA).

The training to become a domestic energy assessor is online and classroom based. The training and the assessment program that NHER has developed will qualify each energy assessor for a Level 3 ABBE diploma as a domestic energy assessor. This qualification is essential for someone who wants to advance even further.

This advanced would be the production of Experienced Practitioner Certificates (EPCs.) These are courses that prepare the energy assessor to fully understand energy rating methodology.
Once the energy assessor is qualified as a DEA, the involvement of the NHER has not ended. The organization also offers an accreditation program as well as its SAVA business network where the energy assessor can find clients.

For the last 17 years the NHER has been one of the forerunners of the UKs energy efficiency program, and introduced its energy rating program way back in 1990. The energy training provided for each energy assessor is rigorous as is the assessment process. The certification as Domestic Energy Assessor instills confidence in the energy assessors experience and expertise.

Domestic Energy Assessors

 

There are two parts to qualifying as a domestic energy assessor in the UK. The first is assessment, the second is training. Both are provided by the NHER. Lets take a look at what is involved in the assessment of domestic energy assessor candidates.

Called the ABBE Level 3 domestic energy assessor diploma, the certification is a brand new part of qualifying. This requirement to become a domestic energy assessor became available at the end of 2006, as part of the about-to-be-implemented home sale regulations on energy performance compliance. Considered a vocational related qualification (VRQ), it is based on competence.

A would-be domestic energy assessor would achieve this diploma through not only assessment but examination as well. The UK government puts out a National Occupational Standards report, which spells out what a domestic energy assessor candidate would need to do to achieve this diploma.

There are 5 categories of compliance with domestic energy assessor National Occupational Standards.

The first category is to work in a professional and effective manner, which would be both assessed and tested. The three parts to this category include the development and maintenance of effective work relationships with coworkers, consumers, vendors and other interested parties.

This category also includes proof that the candidate can manage her or his own resources and time well, that he or she is engaged in self-improvement in work areas, and conducts her or himself in an ethical and professional manner always.

The second category of compliance, for determination of domestic energy assessor qualification, is a look at whether the candidate is prepared for the energy assessment. She or he must agree with and confirm the instruction that must be undertaken for the assessment and must be prepared to conduct relevant inquiries about the property.

The actual performance of energy assessment practices and procedures falls into the third category. Here is where the candidates ability to adequately inspect property and determine the performance of its energy and to record the findings of her or his inspection are assessed.

The fourth and final category of compliance to the standards for domestic energy assessors is the ability of the candidate to produce and explain the required energy performance certificates (EPC.) Include in this category are the specifics of produce the EPC document, issuing it for the homeowner and explaining what is contained therein. The candidate should do a recognised energy course.

A government regulated UK assessment center is tasked with determining if a candidate qualifies as a domestic energy assessor. The center must ensure that the candidate has obtained the necessary level of energy-efficiency knowledge and skills.

This is determined by the energy assessor training courses the candidate has completed, and the portfolio of evidence presented that the candidate has performed EPC assessments adequately. The candidate may be instructed to train further, or may be found ready to take the ABBE exam that will certify him or her as a domestic energy assessor.
